Packs a message or an action of a connector into a queue item; exactly one of message and action is set.

Added in ATAS 8.0.15.

Short representation of a queued item for debug logging. Full message dumps are logged by connectors on receive; dumping them again here would double the cost.

Passes the message to the handler and runs the action; with no handler registered the item is dropped with a warning.

Takes the handler; the queue serves one connector, a later start replaces it.
